test & declare compatibility with python3.15 (#278)

pipenv v2024.4.0 fails to install on python3.15: its vendored typing_extensions accesses typing.no_type_check_decorator, which python3.15 removed. v2025.1.3 matches the version https://github.com/fphammerle/location-guessing-game-telegram-bot/commit/de2b9564537cc6d7b8f09b6034f8ba8c39ef33c2 uses and still creates *.egg-info, so the top_level.txt lookups keep working.
